Paraguay is working on reforming the secured transactions law, but a draft law has not yet been finalised. It is envisaged that this law will create a unified online registry, as well as make provision for movable assets, including intellectual property to be used as security for the performance of obligations. Currently, movable assets cannot be the subject of non-possessory security interests. The law will also lower costs by diminishing the need for formalities, thus improving access to credit.
